Since its inception, Cutting Edge Reclamation, LLC, has fast become a specialist in meeting the needs of a specific segment of the heavy/highway marketplace in the mid-Atlantic region, namely reclaimed roads and stabilized subgrades for new and reconstructed roadway systems, airport rehabilitation, site remediation, commercial developments and other uses such as rails-to-trails and recreational bikeways.

In recent years, the public sector has increased its awareness of the benefits of specifying base stabilization in its highway construction and reconstruction specifications. Commercial, residential and Brownfields developers also have begun to recognize the merits of Full-Depth Reclamation (FDR) and Soil Stabilization in maintaining their tight construction schedules in difficult weather and soil conditions.

Cutting Edge Reclamation, LLC has been at the forefront of these educational efforts. CER is currently PDT pre-qualified and its key employees are 40-hour HAZMAT-trained. Owner/President David M. Cannon has over 27 years of experience in the heavy/highway construction industry in western Pennsylvania. Mr. Cannon has over 20 years of affiliation with the Asphalt Recycling and Reclaiming Association (ARRA), currently serving as ARRA Secretary-Treasurer on his second term of the ARRA Board of Directors (previously having served from 1991-1994). Along with his prior participation on both the ARRA Cold Milling and Cold-in-Place Recycling Committees, Mr. Cannon most recently served as Chairman of the ARRA Full-Depth Reclamation (FDR) Committee.

Mr. Cannon currently remains a member of the Board of Directors and Technical Committee of the Pennsylvania Association of Asphalt Material Applicators (PAAMA) after having served as PAAMA President from 2001-2004. In addition, he was a member of the PDT Task Force on Subgrade Improvements.
